Chapter One: Introduction

1.1 Background of the Study
Voter turnout is a critical indicator of democratic participation and the health of a democracy. In recent elections, voter turnout in Lokoja Local Government, Kogi State, has witnessed a significant decline. This decline raises concerns about the level of civic engagement and the legitimacy of elected representatives. This study will examine the factors contributing to the decline in voter turnout in Lokoja and the implications for the democratic process.

1.2 Statement of the Problem
Despite efforts to encourage voter participation through civic education and the improvement of electoral processes, voter turnout in Lokoja has been on the decline.
